Lesson learned: to incentivize the return of a lost cell phone, be sure to load it up with “questionable information.”

I kid.

Hopefully this guy went unregistered only to avoid the RSO website nightmare. God forbid three are more victims and more ammo to justify the registry.

Another reason to limit who is on the registry and for how long. If this guy is dangerous, the resources should have been there to find him, instead of wasting them on compliance checks for low risk former offenders who keep up their annual registration. If he never harmed anyone else in that 20 years, then, well, who was harmed?

I don’t blame him. Probably living under the stress of constantly looking over his shoulder was almost as bad as being listed on the damn “hit list” better know as the sex offender registry.

Of course, the burden of proof rests with the state to prove he was hiding out and knew he was required to register.
That’s why registrants have to check the box, nowadays, verifying their duty to register.
I always love it when they say shocking and disturbing, so your imagination fills in the rest.
